Infolex is Lithuania's largest legal information platform, providing access to legislation, court decisions, legal commentaries and other legal resources used daily by approximately half of the country's legal professionals. With millions of continuously updated documents, quickly locating the most relevant legal information has become increasingly challenging using traditional keyword-based search methods.
To improve the efficiency of legal research, Infolex selected Neurotechnology to develop an artificial intelligence solution capable of understanding the meaning behind users' queries and retrieving semantically similar legal documents. The goal was not simply to search for matching words, but to identify the legal documents most relevant to the user's intent.

Building an AI Search Engine for Legal Documents
Neurotechnology developed a custom semantic search solution based on BERT-like language models trained specifically on Infolex's internal legal document database.
Contrary to traditional keyword search engines, the solution converts both user queries and legal documents into vector representations. These vectors capture the semantic meaning of the text, allowing the system to retrieve relevant documents even when different legal terminology or wording is used.
To support fast retrieval of various documents, Neurotechnology also developed a high-performance vector database capable of efficiently comparing millions of document embeddings and returning the most relevant results within seconds.
Custom training on Infolex's legal database allowed the model to better understand Lithuanian legal terminology and relationships between legal concepts, significantly improving search quality for complex legal queries. Rather than matching exact keywords, the AI identifies documents that are most relevant to the user's intent.
The AI-powered semantic search is integrated into Infolex's legal information platform, providing intelligent search capabilities across Lithuanian legislation, court practice, European Union legal documents and other legal resources available within the system.
